Three junior Cabinet Ministers, the Macomber brothers, are plotting to covert Britain into a Police State GB. In secret circles they are known as The Cabal. They have persuaded almost half the Cabinet to support the conspiracy.
Fighting to stop the creation of the sinister State Security are Tweed and Paula Grey of the SIS. Added to this massive task, Tweed is asked by his old friend, Commander Buchanan of the yard, to investigate the horrific murders of society beauty Viola Vander-Browne and her raunchy sister, Marina.
With one hand Tweed tracks the killer of the sisters. With the other, he ruthlessly sabotages The Cabal. From early on, Tweed has suspected there is a link between the two murders and The Cabal's conspiracy.
Unable to identify the killer, he sets about identifying the next victim. Disagreeing with him, Paula goes her own way. The Parrot (so nicknamed because she talks so much) is the senior Civil Servant who attends the Cabal. Her assistant is the attractive Coral Flenton. Are they the key?
Will the third victim of the killer be saved in time? Will State Security be crushed? Tweed and Paula race to solve both 'crimes'. Are they now too late?
