Cuba

Castro is dying and Cuba's people face an uncertain future, bereft of the dictator's guiding vision for the first time in 40 years. Aleljo Vargas, Minister for Security, wishes to rule a prosperous Cuba with a strong hand. He envisions a state capable of protecting its interests with Scud 1 missiles full of deadly disease, missiles left behind by the Soviets. If necessary, he'll fire them at Miami and Atlanta to prove his resolve.

Unaware of the turmoil in Cuba, Rear Admiral Jake Grafton, commander of the carrier "United States", is faced with a more immediate problem. He's overseeing the removal of biological warheads from the US Army base at Guantanamo Bay, warheads which the Cubans never knew were there. When Castro dies and one of the warheads is stolen, a frantic race ensues to prevent the launch of the missiles and the destruction of Cuba's hopes and dreams.
