As newly sworn members of the grand jury, Susan Linwood and David Clark listen closely while prosecutor Dan Mahoney charges an elderly couple from Chinatown with a million-dollar drug crime. But as Mahoney struggles to make the facts fit the case, Susan and David are sufficiently disturbed to begin an investigation of their own.
Driven by their personal convictions, opposed by the forces of justice and the enemies of those they are trying to help, Susan and David are soon operating way out of their league.
