Teen computer genius and recurring villain Romy Bates is making computer chips out of candy and selling them as tasty treats called Fubble Bubble. When people gobble them up, the candies interfere with TV transmissions. Romy plans to use the candies to take control of all TV transmissions everywhere, and thus rule the world. Agents Misty and Amber infiltrate the Fubble Bubble factory at The Mall of Malls to try to stop her.
