Only a numbskull like Charlie would get himself into a mess like this with his evil next-door neighbour, Alice Pepper.
Alice has convinced Charlie that she can make him smart - that her amazing learning machine will teach him how to spell words with more than two letters in them. But the machine is only a dentist chair. He's been scammed.
Now Charlie must learn how to get back at that Alice Pepper.
