Rochelle Baxter, an up-and-coming artist in Cochise County, Arizona, dies mysteriously the night before her first gallery opening gala. The fact that her death is a probable homicide isn't such a surprise to Sheriff Joanna Brady-she knows a murder when she sees one. What does surprise her is learning that Rochelle Baxter is actually a woman named Latisha Wall, a former Marine M.P. who was supposed to be protected under a Washington State witness protection program. The Washington State attorney general is outraged that his star witness in a private-prison corruption scandal has been rubbed out, and he sends his newest investigator, former Seattle homicide detective, J.P. Beaumont, down to Arizona to ride herd on what the attorney general suspects will be an inadequate Annie Oakley-style investigation.
