Young Joel, the main character from the previous novel 'The Keeper', is windsurfing when he finds an abandoned tinny in the bay, one belonging to a detention gang on the local island. One of the gang has gone missing, presumed drowned.

When Joel's sail gets ripped, he visits the old sailmaker, Vern Solomon, who lives in a lighthouse on another island. Vern tells Joel and his friend Mai about the ghost that haunts the lighthouse.

Joel is coming to terms with taking medication for ADD and is prickly about it. He's also worried that his Wanted Ad Dad won't stick around.

The whole town is worried about Vern's island eroding away and they have a sandbagging working bee. Joel and Mai keep an eye out for the ghost, and get more than they bargained for . . .
