Michelangelo, a serial killer and self-proclaimed "artist" discovers that he is number 10 on the FBI's Most Wanted List. Unhappy to be ranked so low, he begins killing the criminals in positions above him - in order to improve his own standing. Meanwhile, he is being tracked by Ariel Grace, a female FBI agent. As Ariel closes in on the killer she is informed of a Bureau Secret - the FBI's most wanted number 5, Mills DeVane, is actually a deep undercover FBI agent working on another case. A furious game of cat and mouse ensues as Ariel tracks Michelangelo who in turn is hunting DeVane. Ariel knows that if she doesn't reach DeVane before Michelangelo does - he's dead.
