In the aftermath of ecological devastation in Norway and Japan a young survivor arrives in a small coastal town in Australia. Typical of their generation, the children of the town have implants, the new technology which taps into the brains of whales.

Thirteen-year-old Ellie and her younger brother Sam, whose parents opposed the exploitation of whales, are the only ones without implants until the arrival of Per from Norway.

A stranded whale gives Ellie and Per the chance to use an obsolete whale communication decoder. They discover that whales can control humans through the implant. Ellie also learns that the whales are determined to avenge themselves on the human race which has persecuted them. Time is short and Ellie tries to save the beached whale so that together they can build a safer future, but other forces ensure that the whale is destroyed.

If Ellie is to prevent disaster, she must contact the whale's daughter and find out about the Lemming project, but to do so she runs a deadly risk . . .
